10  | 庚戍，詔曰：「朕樂與士大夫惇徳眀義，以先天下，而在位殊趣，弗率朕㫖，或為危言詭行，務以驚衆取譽，罔上而邀寵，論事之官，捜抉隠微，無忠恕長厚之風，託迹於公而原其本心，實以合黨圖私，甚可惡也！使吾俗靡然䧟溺於薄，而望教成治，立其可得，㦲《書》不云乎？堲讒說殄行，震驚朕師，中書門下：其採端實之士，眀進諸朝，察辯激巧偽者，加放絀焉，眀揚朕言，以厲多士」。時御史中丞趙槩言：「比年以來，搢紳之倫，多險刻競浮，宜行戒敕之」，故降是詔。壬子，命翰林學士吳奎、戶部副使吳中復、判度支判官王安石、右正言王陶同相度牧馬利害以聞，時國馬之政，因循不舉，言者以為當有更革也。 |
