36  | 辛卯，淮南江浙荊湖制置發運副使、文思使張綸，兼權知泰州管勾修捍海堰。壬辰，詔大兩省以上官，依御札歲舉幕職、州縣官五人。秋七月辛丑，賜秦州鹽官鎮被水民家錢三千、米二斛。壬寅，詔自今大禮前，已降約束，而犯刼盜，及官典受𧷢，並論如律，仍毋得禁奏聽裁。先是，知亳州馬亮言：「按律，知有恩赦而故犯者，不得以赦原，朝廷毎於赦前下約束，蓋欲申警貪盜之人，令犯者禁奏聽裁，及案下大理寺，而法官復不詳律意，乃言終是㑹赦，因而多所寛貸，頗為惠姦」。故降是詔。 |
