29  | 丙戌，詔䕫州路溱南州夷落素盛，自今歲令走馬承受傳詔撫問之。 侍御史知雜事何郯言：「臣伏見陜西路頃歲邉鄙用兵之際，朝廷指揮，以諸州新弓手刺靣，充保㨗指揮，用備戰守，一路之兵，僅増十萬，縁當時倉卒，不暇精擇，其間甚有疲弱，不堪征役之人，驅之行陣，固難得力，自休兵至今，歲月已久，尚未聞一加選汰，所費廩食，不可勝計，况其人並是郡縣等第之家，係在軍籍，甚非所願，伏望本路諸州，令告諭應係新置保㨗軍士，除人員節級外，其餘年五十以上及短弱不及等之人，如不願在軍者，許令自陳，委監司長吏相度，減放歸農。此等久習武藝，今若放罷，亦須置籍拘管，仍乞以所居鄉社相近處，如河北義勇，團作指揮，置人員節級管轄，其邉郡每歲以此軍畨遞防守處，亦令比舊減數，非時邉上或有警急，其罷放之人，尚可追集守城，卻代精兵出戰，於事又無廢闕。方今財力大屈，所患在於兵冗，竭天下所出之物，僅能供億，陛下幸聽臣言，特行處置，一路之內可減三數萬人，乃亦省費之一端。近包拯被命徃陜西制置解鹽，伏乞下臣此議，使其就近覆騐，所冀審擇利害，然後施行」。樞宻使龎籍，獨以郯所言為是，壬戌詔㫖，實自郯發之。 |
