33  | 壬辰，右諫議大夫、權御史中丞桞植為翰林侍讀學士、知鄧州，以疾自請也。 龍圗閣直學士、兼侍講、禮部郎中、權知開封府賈昌朝為右諫議大夫、權御史中丞、秘書丞茹孝標言：「同提㸃河東路刑獄、供備庫副使陳鼎，乃三司出職，同提㸃陜西路刑獄。內殿承制陳秉，本翰林醫官。兩路素多豪俊，而俾二人居按察之任，非所以重使命也。癸巳，徙鼎江南東路，秉江南西路，仍同提㸃刑獄，議者謂二人不當任監司，雖它路亦弗可也。明年二月，鼎罷，又明年五月秉罷。甲午，知永興軍范雍言，文學參軍梁造請入西界說元昊歸款，上謂輔臣曰：「造乃言邊事得官者，恐其言語肆誕，為夏人所輕，不可許也」。 韓琦言：「前日山外之戰，諸將多亡沒，所部兵衆，故不可一槩問罪。今不立法制，則各務生全，豈復以諸將亡没為意？若人數不多，則軍法可必行。請陜西、河東諸路部署，許置親兵百五十人，鈐轄百人，招討、都監等七十人，月加給錢二百。其出師臨敵，主將亡沒者並斬」。從之。 詔陜西諸路部署司，除見充保毅強壯人并弓箭手外，別置䕶塞軍，募熟山川道路，曉蕃情善騎射者涅臂充，二百人為指揮，自備戎械，就鄉閭習武藝，每季一集州閱教，無事放營農，月給鹽茗，有警召集防守，即廩給之，毋出本路」。 |
