21  | 庚辰，知制誥賈昌朝同判流內銓。初，銓法，縣令俸錢滿萬二十千，乃舉令，昌朝以為如此，則小縣終不得善令，請槩舉令而與之俸如大縣，從之。是月，浙東軍士鄂鄰等殺廵檢使張懷信，聚兵剽刼湖南、福建、廣南諸州縣，逃入海。懷信內臣性苛虐，衆號張列挈，鄰等積怨憤，遂作亂。 増施州通判一員。十二月癸未，詔縁邊招討司戰士有市首級而冒賞者，論以軍法。出內藏庫絹一百萬，下三司助邊費。乙酉，命端明殿學士兼翰林侍讀學士李淑、知制誥賈昌朝、同修起居注郭稹、天章閣侍講王洙同詳定弓手強壯通制，又命淑判兵部，洙同判。時諸路方籍鄉兵上兵部也，河北強壯在籍者凡二十九萬三千，河東十四萬四千。 流內銓言選人試律斷案，多是茍避選限，乞自今止許試一次，從之。丙戌，詔司農寺以常平錢百萬緡助三司給軍費，自景祐末不許移用常平，數年間有餘積矣，而兵食不足，故降是詔。 |
