22  | 戊寅，罷陜西都部署、經畧安撫使、兼縁邊招討使夏守贇、都鈐轄王守忠、都大管勾走馬承受黎用信、張德明，並赴闕。守贇性庸怯，寡方畧，不為士卒所附，自河中徙屯鄜州，未及行，亟罷歸。 徙知涇州、忠武節度使、涇原秦鳯路縁邊經畧安撫使夏竦為陜西都部署、兼經略安撫使，縁邊招討使、知永興軍、龍神衛四廂都指揮使、涇原副都部署、兼涇原秦鳯兩路經畧安撫副使、眉州防禦使葛懐敏知涇州、兼管勾秦鳯路軍馬事。己夘，以起居舍人、知制誥韓琦為樞宻直學士，陜西都轉運使、吏部員外郎、天章閣待制范仲淹為龍圖閣直學士，並為陜西經略安撫副使、同管勾都部署司事。初，仲淹與呂夷簡有隙，及議加職，夷簡請超遷之，上恱以夷簡為長者，既而仲淹入謝，帝諭仲淹使釋前憾，仲淹頓首曰：「臣向所論盖國事，於夷簡何憾也」。 刑部員外郎、天章閣待制、知同州龐籍為陜西都轉運使，籍甞上言：「連年災異，天乆不雨，臣謂弭災消禍，在朝廷自修，比年費用奢廣，出納不嚴，內中須索既多，有司以慿由除破，無縁鈎較虛實。臣竊謂凡乗輿所用，宫中所費，宜取先朝為則。今宿師西鄙，力戰重傷，方獲功賞，而內官、醫官、樂官，無功，時享豐賜，故天下指目謂之三官，願少裁損，無厚賚予，専勵戰功，敵冦不足平也」。 定國軍留後、秦鳯路副都部署、知秦州曹琮兼管勾涇原路軍馬事。 耀州觀察使夏元亨為陜西副都部署、兼縁邊招討副使，仍改賜名隨，上以元亨舊名，與元昊有嫌故也。 |
