乙亥，詔宥州牒稱凌羅指揮者，自今並奏聽㫖。夏人謂偽樞宻院為凌羅也。　詔修信州邵武、建昌軍城，如坊郭戶願出夫者聽之。以福建盜未獲，人情思得保聚故也。　詔：河北霖雨浹日不止，頗害秋稼，令長吏精禱名山靈祠」。　貶宣徽南院使、雄武軍留後郭逵為左衛將軍，西京安置。吏部員外郎、天章閣待制趙卨為左正言、直龍圖閣，依舊知桂州。以御史知雜蔡確言逵經制安南，移疾先還，卨措置糧草乖方，及不即平賊也。時政記云：以逵始初獨上封章，請専經制，不能須時進討，乗勢蕩平，移疾輒便先還，卨亦坐措置糧草乖方，及不即平賊，故有是責，今從實録，具去年十一月癸酉詔，以宜、桂等州運夫未足，令趙卨析以聞。范百祿為趙卨墓誌云：初議南征，上憂糧運，卨奏兵食當相須，臣願任責，庶大事可辦」。上大悅，遂以卨兼都大提舉糧草，至湖南，問調發之敘，轉運判官唐義問曰：「軍期不敢緩，當一運而足」。安撫使曾布曰：「人何以堪？請為二畨，以紓民力」。義問曰：「安撫建此，欲某就戮耳！」卨問廣西糧至者㡬何？」曰：「九十萬斛。役夫㡬何？」曰：「二百七十萬」。卨計見糧足以辦兵食，烏用羨溢，以病民，謂義問曰：「役可省矣，有如不給，僕自任此」。因奏罷之。湖南民得保生，戴上之徳，而感卨不忘，既措置海運，燕達等平廣源，獲糧萬斛，並州之民獻禾，供十日糧，且負其餘以歸，師還太平，亷州積錢穀甚夥，藤、梧羡糧二十餘萬。按卨方以措置糧草乖方被責，八月一日又責李平一、蔡周沃等，皆縁漕運不辦貶降，不知百祿何故云爾，今不取。
