庚午，西上閤門副使、知代州劉舜卿為客省使、知太原府。韓絳言舜卿八年不磨勘故也。　廣西轉運司言，探得交阯兵甲見在机榔縣外等事。詔：「机榔縣既為交賊襲據，未見本路合作何措置，及決里、順州久逺，可與不可固守，如何即不損國威，及經久兵力財費，得免勞之。委趙卨、李平一、苗時中同共審計確的利害，不得依違顧避，致誤朝廷，一方大事。候議定，仍親書入急遞聞奏」。辛未，以權知荊南、屯田郎中張頡直集賢院，為廣南西路轉運使。蘇轍元祐初彈頡疏云：「訪聞頡昔知荆南，所為貪虐，提舉官張琬按發七事，內一事頡下行，買烏頭行人蔣三供緑烏頭頡，凡三四次退換。蔣三揣頡意要附子，遂買附子作烏頭供納，頡方肯納下緑。烏頭、附子色額不同，價例亦別，此一事係贓罪。又一事：勒部下玉泉寺僧修治諸官園亭，費用常住人牛、錢物不少，以修唐、齊已草堂為名，令頡鄉僧居止其中，此一事係私罪。琬奏既上，前宰相王珪等為與頡私有情分，遂移頡差遣，而以越職勘琬，特行衝替。頡當時若無上件贓私，忝為士人，理須訐雪。頡曽不敢以一字自明，受移而去，則其罪狀顯然無疑。張琬衝替，在元豐元年正月戊辰。　太常丞、集賢校理、知湖州鞠真卿為太常博士、直秘閣。以宣徽北院使王拱辰權御史中丞。鄧潤甫言真卿自改官至登朝三十年，非特恩未嘗陳請磨勘故也。　上御資政殿，監修國史呉充率修國史宋敏求、編修官王存、黄履、林希，以仁宗、英宗紀草進呈，上服靴袍，內侍進案，敏求進讀，上立聽顧問，終篇始坐。
