11  | 辛夘，上謂新知潭州謝景溫曰：「已令張山甫於潭州團練五千人，且湏招填足之。南方少得力兵官，廖恩小冦廵檢，縣尉以數千人守之，無向前者，賊本不至此，皆玩冦所致也」。 知衛州、司農少卿魯有開言：「本路值黃沁兩河為災，民乏食，已用緩急闕乏條，借給常平錢榖，乞與免息」。詔：「自今寛剰役錢，毋得給借，有開違法貸民，特釋罪」。有開宗道從子。新法初行，有開知南康軍，代還，宰相問江南新法如何，有開曰：「新法行，未見其患，其在它日也」。坐所言乖異，使通判杭州。 詔：「輪差開封府界、京東西三將軍馬赴秦鳯熈河路駐泊，代在京戍兵歸營，候及三年，卻以在京元差人承替，自今准此互差」。壬辰，賜滎澤埽治河役兵特支錢。 詔永興、秦鳯路各借熈寧十一年分鹽鈔三十萬貫，熈河路二十萬貫，付轉運司，乗嵗豐廣置邊儲。 |
