6  | 甲子，中太一宮使、觀文殿學士、左銀青光祿大夫、兼侍讀馮京為檢校司空，充宣徽南院使、判陳州。京五上章求致仕，眷留甚乆，乃有此授。自復置宣徽使，始於此拜也。 左朝請郎、京西路轉運副使彭次雲辭新除河北路轉運副使之命。從之。 監察御史徐君平言：「任子舊制，天聖令以䕃補出身應授職任者，選滿或遇恩放選，或因奏乞，皆年二十五歲，乃許注官，熙寧間，峻立試格，凡試中，許年二十注官，元祐之初，有攝齋郎行事得免試者，許比試中人二十參選，由是闇増冗貟，願並復天聖故事。又文臣致仕，以年七十為斷，而使臣年七十者，猶與近地監當，至八十乃致仕，願許其致仕之年如文臣法，而給俸惠養亦倣之。又古者父母之䘏，無貴賤一也，後世有起復之制，蓋緣金革之事，今太平無事，禮義可以下達，而小使臣及大使臣、使管軍沿邊之類，當行服而不請解官者甚衆，願著令使武臣並行解官持服之制」。從之。其大小使臣，除係沿邊等職任，并元是軍班換授及小使臣，非奏補或武舉入官人，並仍舊。 是日，延和奏事罷，呂大防留身乞退，引李徳裕論云：姚崇、宋璟作相亦不過三年，本朝呂夷簡雖三入，然每亦不過三年，遂出居報恩院，後三日，宣押供職如故，非雙日特為垂簾，未甞有此恩禮也。 始都省吏任永壽等緣吏額事，即斥永壽，尋又坐贓，繫開封府觀，望獄乆不决，言者皆咎大防，故大防求罷。後數日，太皇太后諭㫖開封永壽之獄乃决。乙丑，雄州團練使、知滄州張利一兼本路兵馬總管，以利一官正任，循舊例也。 |
