11  | 甲戌，户部侍郎張頡為寳文閣待制、河北路都轉運使，中書舎人蘇轍為戶部侍郎，天章閣待制顧臨為給事中，左諫議大夫孔文仲為中書舎人。 監察御史趙挺之言：「去年北邊州郡多被水災，朝廷専委左司諫朱光庭奉命出使，體訪賑濟，而光庭公違法意，自上戶第一等至第五等，遍下州縣并行支貸，不論豐凶，不計等第，倒廩傾倉，名為借貸，而其實抑勒分配。臣願朝廷早議賑濟之法，將來催索上件借貸，亦乞寛為限期，以恵百姓。所有光庭違法害公，貽患百姓之罪，亦乞賜責降施行」。又監察御史方䝉言：「朱光庭奉使一出，而空河北措置之財，且措置司物料，其經營之勞多矣，儻給散有方，雖水旱凶荒，可為累年之備，一饑而散之殆盡，乞行黜降，以恊輿論」。詔朱光庭具析以聞。 |
