9  | 丁亥，朝獻景靈宫。戊子，詔吏部擬注通判，依知州例，赴門下省引驗。 通判河南府韓玠為利州路轉運判官，右正言劉安世言：「玠元豐中已嘗奉使蜀道，推行市易之法，過為苛急，以希進用，至使縣官躬執升斗，求免陵辱，陛下踐阼之初，崇尚寬大，玠為言者彈其刻，朝廷尚以為疑，遂委別司體量，是時玠之叔祖縝，方為宰相，而提㸃刑獄郭槩畏避權勢，不以實奏，陛下責其觀望，先行降黜，其後提舉官例各省罷，而韓維繼為執政，玠之所犯，遂不窮治，乃依無過人例，止除河南通判，其告詞責之曰：西南之政，俾民驚擾，當時議者已謂罰不當罪，今來遽復職司，何所懲戒？況兩川之人，皆陛下之赤子，玠之暴政，已為一路之害，移於鄰部，何以副聖朝仁愛逺民之意？伏望收其新命，以允公議」。 |
