20  | 庚午，判北京留司御史臺、龍圗閣直學士陳薦為寳文閣學士、提舉醴泉觀。初，薦罷青州，得北京留臺，將歸其鄉里邢州，上以路邇京闕，特令入見，而有是命。 詔「三司令諸路轉運司：勘㑹所轄州軍，熈寕十年以前三年收支，應見在錢物，除閑雜及理欠物，更不條具，其泛收泛支，或諸處支借出入，并蠲放欠閣，各令開析，限半年，攅結成都狀，送提㸃刑獄司驅磨保明上中書㸃檢，有不實科，徒二年罪，不理去官，仍并治保明官吏，如驅磨出，増隠錢物，並當等第酬賞。自今三年一供，著為令」。以中書言「諸路財賦嵗入嵗支，轉運司多不究心，惟稱闕乏，冝有㑹計出入之法，以察増耗，以知有餘不足之處也。 又詔：「青、齊、淄三州被水流民，所至州縣募少壮興役，其老㓜疾病無依者，自十一月朔，依乞人例給口食，候歸本土，及能自營，或漸至春暖停給」。 開封府界提㸃司手分馮靖自言，經本司糾告府界雍邱等縣失陷税錢五千八百餘貫，乞酬奨，詔支半充賞。 |
