23  | 甲辰，詔威、茂、黎三州罷行義倉法。初，知興州羅觀乞置義倉於川峽四路，許之，既而成都府路提舉司言：「威、茂、黎三州，夷夏雜居，稅賦不多，舊不推行新法，嵗計軍儲，皆轉運司支移彭蜀州稅米就輸，及募人入中，恐不可置義倉」。故有是命。 又詔諸王宮教授，自今不許過兩任。 又詔：「近已罷都大提舉在京諸司庫務司，其所𨽻庫務，令三司副使、判官、勾當公事，分季㸃檢，申中書」。乙巳，審刑院、刑部請以審官東院地為審刑院，太常禮院地為刑部詳斷司，從之。 太常丞、集賢校理顧臨，權發遣開封府推官。太子中允、直集賢院、開封府推官范育，依舊為樞宻院檢詳官。 詔河北東路提舉司借常平錢四萬緡，分給大名府，澶州糴軍糧。丙午，河東經畧司言：「大山軍廵檢韓渭擅領兵士入北界，與北人相射，及誘致蕃部至廨宇，待以客禮」。詔渭衝替，令轉運司劾罪。 詔皇太后姪禮賔使、榮州刺史髙公紀乆疾在告，可罷勾當三司衙司，差提㸃崇先觀，免日赴起居」。 |
