12  | 己巳，李憲繪奏將來進兵出塞，築立堡障及制賊方略，乞從中裁。詔：「地之險易，所嚮先後，自非目擊，與敵變化，謦欬之間，首末已異，豈隃度於千里之外，得能之乎？理固難中覆也。惟是探要鈎賾，敵之彊弱，與夫待我顯伏情狀，內顧己之兵食，足以加賊繼餉，使軍不虛發，財不徒費，發必可以摧敵，費必有濟，國事乃注委之深意，惟將帥博謀善圖之」。 上批付苖授：「聞夏人求和於董戩甚急，累請不獲，又邀契丹使同徃，以平日強弱大小之勢論之，無容自屈如此，疑必有深關國之存亡利害故爾。卿所部接羌境，必已知其情狀，大懼西蕃與官軍合趣，覆其巢耳。卿宜精圖地形，博謀智者，未審可為之否，亟以聞」。 沈括言：嘗遣景思誼措置邊事，受使即行，不擇難易，乞賜試用，詔思誼乗驛赴闕。 殿前司言：「御龍骨朶直、弓箭直、弩直、東西班、招箭班日赴崇政殿祗候，遇放朝參，改御延和殿，諸班都虞候、指揮使、押班在東華門謻門橫門排立，距後殿且二里。乞依龍直例入拱宸門赴延和殿迎駕起居」。從之。 詔殿前、馬歩軍司及河東都總管司，諸亡命入塞士卒限外首獲，依在京降配法斷遣。 |
