8  | 辛酉，詔：「自今紫衣師名，止令尚書祠部給牒，牒用綾紙。受紫衣師名者，納綾紙錢六百」。是嵗十月，優詔依度僧牒例用紙。 是日，輔臣論及人材，上曰：「人材固有大小，然古之立功名者，管仲之於齊，商鞅之於秦，吳起之於楚，皆能使政令必行，若於道則未也。傅說之於商，周公之於周，可謂尚道義而兼功名者也。人臣但能言道義而亡功名之實，亦無補於事」。張璪對曰：「人臣患能言道義而不能知，茍能知之，功名不足道也」。上曰：「土苴緒餘，足以為天下，正此也」。 詔：「廣南路保甲依戎、瀘例，令自置褁頭無刃槍、竹鏢排、木弓刀、蒿箭等在保下閱習，若遇捕盜器甲，並從官給」。 上批：「宜州管勾溪峒、安化三州連嵗荐饑，加以去年大雪，凍斃耕牛，致羅世念等結集刼掠，若不乗時委官宣布恩惠，廣為賑濟，則一方生靈枉被殺戮，可審議選官措置」。乃差權荊湖南路轉運使朱初平、廣南西路轉運副使馬默，仍賜斛㪷二萬石。又詔：「朝廷之意，非欲取其地，但欲省地及蠻蜑，各免饑殍，侵畧之災，毋得輙有開拓招納，別致生事」。 |
