17  | 乙丑，分命輔臣祈雪。 王珪等言：「車駕幸尚書省，自尚書以下並遷秩，臣等職在近輔，豈可復與諸曹例霑聖澤？竊不自安，乞寢罷」。上曰：「君臣之際，惟義而已。尚書以下既已推恩，卿等義所當得，毋固辭也」。 通直郎、都大、提舉成都府等路茶場陸師閔言：「比者賈種民重立茶場法，並用年終，額外増剩，依江湖淮浙六路賣鹽條支賞，其立額并其餘増虧比較賞罰，並依課利場務法，茶場司專條，更不用管勾官賞罰，減監官之半而不給賞之法。切詳本司與天下課利場務不同，如鹽酒之類，皆以本息通立額，而本司但以淨利為額，今用種民之法，須當用本息，別立祖額，如用本多，収息薄通，比祖額增，則受賞用本少，収息多，以息填本，通比，不及祖額，則受罰深害，茶法，不可施行」。詔：「茶場司並用舊條，其戸部議法不當，尚書李承之、侍郎蹇周輔各罰銅六斤，金部郎中晁端彥、員外郎井亮采各罰銅八斤，戸部及都省吏各罰銅有差。丙寅，贈西頭供奉官郭世及為皇城副使，以與西賊戰死故也。 |
