7  | 己卯，詔御史臺察官察諸司稽違，皆按法舉察，諸司所施行失當，雖無法，亦聽彈劾以聞。 日本國僧快宗等一十三人見於延和殿，上顧左右曰：「衣紫方袍者，何日所賜？」都承㫖張誠一對曰：「熈寧中，從其國僧誠尋對見被賜，今再入貢」。上曰：「非國人入貢也，因其瞻禮天台，故來進見耳」。並賜紫方袍。 詔借支河北提舉司寛剰錢三十萬緡，付轉運司預買紬絹。 詔開封府第三等見教保甲戶，去年以前逋負權住一年，從提舉教閲保甲劉琯請也。 詔：秘書省長貳毋得與著作修纂日厯事，進書奏狀即繫書，其關防漏洩，並依舊編修院法。 詔陜西、河東經略司：緣邊城寨，自今有招納，或投順西人，収接地分，據人口，以至日即給食」。 知安肅軍潘孝綽言：「朝廷昨用開封府判官杜常議，諸路妄通卒，即所在州軍刺填廂軍，竊謂禁軍逃亡，首獲妄通，可以幸免流配，廂軍負罪逃亡妄通，終不發覺，避重役則走赴輕處，避逺惡則自通近地，借支錢糧，因此失陷，州城作匠，漸致闕人。乞下有司以杜常言與臣議，詳定立法」。詔下工部。 |
