5  | 元豐六年九月癸卯朔，日有食之。 詔：「內外官司見行敕律令、格、式文，有未便，於事理應改者，並申尚書省議奏，輙畫㫖衝革者，徒一年，即面得㫖，若一時處分，應著為法，及應衝改者，隨所屬申中書省樞宻院奏審，𫝊宣內降，若須索，並隨處覆奏，得㫖施行，即本司官親承處分須索，仍畫所得㫖，録奏，請實奉行」。於是，上宣諭執政曰：「𫝊宣內降及面得㫖覆奏法，屢付有司討論，終未允當，今通內外為一法，可更㸔詳」。乃行之。 是日，尚書右丞王安禮面奏：「比者舒、亶坐自盗贓，罪至除名，楊畏論列，以為失誤，有司觀望執政，致以贓罪，蒲宗孟飜究西府事，楊畏論奏臣擅行省事，以快所欲，狥私壊法，無復綱紀，及令楊畏根治，乃與所言不同，前後論事，枉直輕重，不當如此，乞付有司劾治，或即加重貶」。上批：「今日安禮面論御史楊畏論事，挾情不直，理當付獄，否則重加貶逐，朕未深究，悉畏付吏可黜之状，三省官論有與安禮同者，宜條例以聞，當付近臣博議，詳處其當」。已而三省進呈，乃詔畏分析。 |
