52  | 甲子，詔諸路官吏有蠧政害民，辨鞫得實，本路轉運使、提㸃刑獄官不能舉察者，論其罪。先是，知晉州齊化基、知鄜州何士宗皆坐𧷢抵法，監司初不以聞，故申𠡠之。 上嘗謂宰相曰：「為國之要，在乎賞當其功，罰當其罪。不任情於其間，則賞罰必當，懲勸必行，萬方必理，和氣必生，自然天地降祥，四方無事。以此思之，可不戒乎！」 又言：「聞隴州推官陳漸不能謹潔，轉運使以堯叟諸姪不即按舉，昨因違越被劾，堯叟特為請令罷任。自今儻如此，必正其罪，不復貸矣」。 廣州蕃商凑集，遣內侍趙敦信馳驛撫問犒設之，即詔知州馬亮等定蕃商犯罪决罰條，亮等請應大舶主及因進奉曽受朝命者，有罪責保奏裁，自餘悉論如律，從之。乙丑，詔：「諸路差權管軍員，歲滿而不獲代者，員數頗多，蓋事皆申覆，樞宻院詳驗訖，始付有司待報而遣，以故留滯。自今委殿前、侍衛司籍，其日月，依次遣人代之」。丙寅，入內高班史崇信言，孫正辭、張繼勲、侍其旭等率兵分部入夷界村落招撫。尋有詔督正辭等，令三日一具事以聞。己巳，三司請假內蔵庫錢三萬貫，許之。癸酉，雅州砂平路，羅嵒州蕃部王阿黎等十八人来朝貢始通也。詔授阿黎懐化司戈。 禮賔院言：輝和爾僧哈尚貢奉赴闕，乞赴五臺山瞻禮。上曰：「戎、羯之人，崇尚釋教，亦中國之利。可給糧，聽其請」。 |
