29  | 丙子，荊湖北路鈐轄司言：澧州蠻五百餘人㓂邊，而知州、禮賔副使崔承祐畏避不以聞，詔劾承祐，罷之。五月戊寅朔，范仲淹言：「臣近親奉徳音，以孔道輔曾言遷都西洛，臣謂未可也。國家太平，豈可有遷都之議？但西洛帝王之宅，負關河之固，邊方不寧，則可退守，然彼空虛已久，絶無儲積，急難之時，將何以備？冝託名將，有朝陵之行，漸營廪食，陜西有餘，可運而下，東路有餘，可運而上，數年之間，庶㡬有備。太平則居東京通濟之地，以便天下，急難則居西洛險固之宅，以守中原，易曰：天險不可升，地險山川邱陵，王公設險以守其國，此之謂也。先王修徳以服逺人，然安不㤀危，故不敢去兵。陛下內惟修徳，使天下不聞其過，外亦設險，使四夷不敢生心，此長世之道也。伏望聖慈，未煩下議，且留聖意可矣」。庚辰，購求館閣逸書。 |
