10  | 丙寅，詔轉運使副、提㸃刑獄至所部百日知州、通判一月，而部吏犯贓者，始坐失按舉之罪。先是，監司守倅親事未浹旬而部吏犯贓者並連坐，故更著此條。戊辰，秦鳯部署司言，篳篥城蕃部嘉勒斯博格等內附，請補本族軍主。從之。 知慶州、禮賔使張崇俊言：「知豐州王餘慶之祖承美，本蔵擦勒族首領，自其歸朝，於府州西北二百里建豐州，以承美為防禦使，知蕃漢公事，藏擦勒三十八族在黑山前後，每嵗自豐州齎錦袍、腰帶、綵茶等，往彼招誘，間將羊馬入貢京師，其部族或有過，則移報豐州，以蕃法處之。天聖初，承羙死，其後，子孫雖相襲知豐州，然官不出侍禁、殿直，又多年少不習邊事，而威望不振，以致蔵、擦勒各置首領，而不常至豐州，且蔵擦勒族十餘萬衆，人馬勇健，與昊賊世為仇，臣請選王氏族中有才幹機略者，優與除官，令知豐州，宻遣人齎金帛，并募斬昊賊敇，散與諸族，其勢必能共力討賊，又聞嘉勒斯賚已發人馬入西界，若更使藏才交攻之，是賊有腹背之患也」。從之。 |
