16  | 丙子，詔蕃部犯青白鹽坐法當死者，自今並配沙門島，若羣黨為民害，奏聽裁。自范祥議禁八州軍商鹽，重青、白鹽之禁，而官鹽估貴，青白鹽估賤，土人及蕃部販青白鹽者益重，往往犯法抵死，而莫肯止，雖屢摧官估，不能平其直。朝廷知其弊，故有是詔。戊寅，知制誥劉敞言：「伏見故事，遷官降官，皆特有誥命，前年因言事黜御史吳中復，其時蔡襄當草制，封還詞頭，執政恥為所沮，遂單用敕牒降官，甚非故事，然有司不敢發明。近日龍圖閣直學士任顓落職，復但降敕劄，因循習熟，遂成近例，事出一時，非政體也。欲乞今後除改命令，須遵用故事，合用誥詞者，不宜單降敕劄，務存舊法，有所沮勸」。詔今後責降官，并依故事降詔敕。已卯，奉安太祖皇帝、孝明皇后御容於太平興國寺開先殿。 |
