23  | 甲午，美人朱氏卒，贈修容，鄂王曦母也。乙未，知諫院范鎮言：「先朝以御寳印紙給言事官，使以時奏上，所以知言者得失而殿最之，陛下雖喜聞諫諍，然考其施用，其實無㡬，豈大臣因循而多廢格乎？請據今御史、諫官，具員置章奏簿於禁中，時時觀省之，仍以尚書省所置簿具其言行否，每季録付史官」。詔中書置臺諫官言事簿令，以時檢勾銷注之，仍録與樞宻院。先是，并州太宗神御殿火，丙申，范鎮言：「竊聞并州素無火災，自建神御殿未㡬而輙火災，天意若吿陛下，祖宗御容，非郡國所宜奉安，近日又聞下并州復加崇建，是徒事土木以重困民力，非所以答天意也。自太宗皇帝下并州，距今七十七年，故城父老不入新城，陛下宜寛其賦輸，緩其徭役，以除其患，使河東之民，不忘太宗皇帝之徳，則陛下孝思，豈特建一神御殿之比哉？伏惟上觀天意，下顧人心，特賜停罷」。 |
