辛丑,御正殿,復常膳。 利州路轉運司言蕃部冦文州。詔益利梓䕫路鈐轄秦鳯部署司,嚴加守備,仍令階州撫綏所屬蕃部,勿令結連,以為邊患。 文州蕃部每入冦,酋豪常氏輙禦卻之,知州吳賁隂與諸族約,誣常氏欲為變,械繫獄,將滅其家以幸賞。轉運使解賓王馳往出之,而奏逐賁。賓王,蓬萊人也。 祥源觀火。 先是,知制誥胡宿言:「臣竊以國家乗火而王,火於五行,其神屬禮,漢書天文志曰:火禮也,以此而言,國家常須恭依典禮,以順火性,伏覩京師自去秋不雨,綿歴三時,聖心焦勞,臣下隕越,思所以消救之道,未知所出,伏惟陛下明徳恤祀,䖍共郊廟,宜䝉福應,乃遘災旱。古者祭天,神無二主,禮專一配,所以奉天帝之尊,眀不敢凟。三代兩漢之盛,莫之敢易,唐初始有兼配之事,垂拱中,禮官希旨,郊丘諸祀,遂有三祖同配之禮。開元十一年,明皇親享圓丘,禮官建議,遂罷三祖同配之事,除此之外,未有一代三帝同配昊天之禮,國家至道三年,詔書親郊圓丘,以太祖、太宗並配。陛下即位,景祐二年,詔禮官詳按典禮,以辨崇配之序,詔書節文,自今以往,太祖定配,二宗迭侑。去年八月八日詔書,今次南郊,三聖並侑,後次卻依舊禮,未踰旬日,復有今後每遇南郊,三聖並侑之詔。竊尋詔旨,先後不同,此誠陛下至孝烝烝,虞舜之用心也,然有違典禮,未合天衷,致旱之由,恐在於此。臣愚欲望聖慈,今後南郊,乞且依去年八月八日詔書,及景祐二年禮官所定,太祖定配之典,追寢去年八月二十四日,今後每次南郊,三聖並侑之詔,吿謝天地,以順火性,必䝉福祉之降,足消災旱之異,臣若心知不可,口不敢言,即是長負陛下奬育之恩,沒有餘責」。不報。胡宿奏章,不得其時,按胡宗愈作宿行狀云:宿因旱災奏章,未㡬,祥源觀火,乃下宿章,禮官以郊事重,未敢議,宿復上章,始從之,然實錄都不見此。其後嘉祐六年正月,罷三聖並侑,蓋用楊畋議也,今姑附宿章于祥源觀火之後,仍云不報」,更俟考詳。
