癸已詔：「天下縣令佐，自今檢苗定稅，部役差夫，鈐轄、徴科，區分刑獄，凡關事務，貴在公平，如有違踰，並冝論訴，或令佐不相紏舉，許吏民告，得實者，賞之有差」。先是，上入太廟，見其所陳籩豆簠簋，問曰：「此何等物也？」左右以禮器對，上曰：「吾祖宗寧識此？」亟命撤去，進常膳如平生，既而曰：「古禮亦不可廢也」。命復設之，於是判太常寺和峴言：「案唐天寳中，享太廟禮料外，每室加常食一牙盤，五代以來，遂廢其禮，今請如唐故事」。詔自今親享太廟，別設牙盤食，禘祫、時享皆同之。卲氏見聞録》云：太祖初即位，朝太廟，見其所陳籩豆簠簋，則曰：「此何等物也？」侍臣以禮噐為對，上曰：「我之祖宗，寧識此？」命撤去，亟令進常膳，親享畢，顧左右曰：「卻設向來禮噐，俾儒士行禮，至今太廟先進牙盤食」，後行禮，康節先生曰：「太祖之於禮也，可謂逹古今之冝矣。若據本志，則牙盤食乃和峴所請，且唐故事，非太祖特行，當是」。峴揣知聖意，因獻此議，而國史所載不詳，見聞録又偶不及唐故事，今並増益之。朔記云：上親享四室，見牲體皆用生肉，曰：我祖考，豈能食此耶？」命設牙盤食，哭而祭之，乃繫其事於乾徳元年，亦誤矣，今不取。峴又言：「乾徳初，郊祀上帝，就望燎位，而燎壇稍逺，有司不聞告，柴燎之聲，臣時為禮官，職當贊導，親聞徳音，令舉燭相應。案史記封禪書，秦常以十月郊見，通爟火，狀若桔，橰欲令光眀逺照，通於祀所，望敕有司，率循前制」。從之。舊制，太廟每室用一犢，郊壇用犢十一周。顯徳初，太廟四室共用一犢。乾徳初，從禮儀使之請，増太廟用三，郊壇用五，羊豕如令，是嵗復減犢數如周制。壬寅，親享太廟。癸卯，合祭天地於南郊，大赦，改元，蠲乾徳五年以前逋租。御乾元殿受尊號冊。
