癸已詔:「天下縣令佐,自今檢苗定稅,部役差夫,鈐轄、徴科,區分刑獄,凡關事務,貴在公平,如有違踰,並冝論訴,或令佐不相紏舉,許吏民告,得實者,賞之有差」。先是,上入太廟,見其所陳籩豆簠簋,問曰:「此何等物也?」左右以禮器對,上曰:「吾祖宗寧識此?」亟命撤去,進常膳如平生,既而曰:「古禮亦不可廢也」。命復設之,於是判太常寺和峴言:「案唐天寳中,享太廟禮料外,每室加常食一牙盤,五代以來,遂廢其禮,今請如唐故事」。詔自今親享太廟,別設牙盤食,禘祫、時享皆同之。卲氏見聞録》云:太祖初即位,朝太廟,見其所陳籩豆簠簋,則曰:「此何等物也?」侍臣以禮噐為對,上曰:「我之祖宗,寧識此?」命撤去,亟令進常膳,親享畢,顧左右曰:「卻設向來禮噐,俾儒士行禮,至今太廟先進牙盤食」,後行禮,康節先生曰:「太祖之於禮也,可謂逹古今之冝矣。若據本志,則牙盤食乃和峴所請,且唐故事,非太祖特行,當是」。峴揣知聖意,因獻此議,而國史所載不詳,見聞録又偶不及唐故事,今並増益之。朔記云:上親享四室,見牲體皆用生肉,曰:我祖考,豈能食此耶?」命設牙盤食,哭而祭之,乃繫其事於乾徳元年,亦誤矣,今不取。峴又言:「乾徳初,郊祀上帝,就望燎位,而燎壇稍逺,有司不聞告,柴燎之聲,臣時為禮官,職當贊導,親聞徳音,令舉燭相應。案史記封禪書,秦常以十月郊見,通爟火,狀若桔,橰欲令光眀逺照,通於祀所,望敕有司,率循前制」。從之。舊制,太廟每室用一犢,郊壇用犢十一周。顯徳初,太廟四室共用一犢。乾徳初,從禮儀使之請,増太廟用三,郊壇用五,羊豕如令,是嵗復減犢數如周制。壬寅,親享太廟。癸卯,合祭天地於南郊,大赦,改元,蠲乾徳五年以前逋租。御乾元殿受尊號冊。
