11  | 丁卯，詔茂州城令知成都府馮京，相度乗兵勢修築，仍差軍馬防托，如有侵占蕃部地，即買之。戊辰，熈河路經畧司言：「正月癸酉，生戸隆吉卜等領兵圍郭莽寺，蕃僧巴勒斯丹首領哲卜尊等，率蕃兵拒却之，獲十三級，其得功蕃官蕃部皆新歸附之人，而能自效如此，乞推恩奬之」。詔賞格外逐等加賜帛十匹。已而經畧司又奏：「得功人乞并補三班差使內巴勒斯丹充本族，廵檢哲卜尊、巴勒濟、郢城同廵檢」。並從之。 上言：「外方按吏多用私內臣李友詢買泗州塔下物，計贓數亦已招伏，乃因王古弟王愷買物不得，言與沈括按之。泗州通判買物至多，反不問。王安石曰：「陛下既聞此，豈可不治？」曰：「不欲因內臣言」。安石曰：「人主以天下為體，何內臣之辨？但言有理則行，言無實則治之可也。欲召至中書，取狀按問，使其言信則足懲外姦，使其言妄則治其妄言，足懲左右之誕」。上許令取狀，遂召問，即具伏罪。通判者雖常買物，無違法，上亦批出問得友訽如此，不須更按治」。 |
