19  | 己酉，詔輔臣於崇政殿西廡觀孫奭講曲禮，仍賜御書古詩各一章。 度支副使、禮部員外郎蔡齊為起居舎人，刑部郎中、直史館章得象為兵部郎中，並知制誥。初，召齊等試中書，上閲其試文，謂宰臣曰：「兩制詞臣以文章為職業，然須材識周敏，操履端方，乃可副朝廷中外任使也」。王欽若等言齊及得象所長，上始命之。夏四月壬子朔，降詔恤刑。先是，中書請以例降詔，上曰：「比雖屢下約束州縣吏，其能體朝廷欽卹之意乎？」王欽若曰：「州縣不能盡得人，然獄事至重，諸路使者職在按察，其稽違者自當劾奏」。上曰：「如卿言，甚善，宜更以此意丁寜申戒之」。 |
