先是，太后大出金帛，重修景徳寺，遣內侍羅崇勲主之，癸未，命翰林學士蔡齊撰記，宰相張知白因言：「按五行志，宮室盛則有火災，近者洞真、夀寜，觀相繼火，此皆土木太盛之證也。請自今罷諸不急營造，以答天戒」。上納其言。夀寕觀火在四月洞真宮火，則不得其時。東京記云天聖初，當考。張知白雖有是言，上固然之，未即行也。本紀即於是日書罷諸營造之不急者，恐誤矣。丁亥，賜河役卒衫襖。　詔翰林學士依大中祥符五年故事，常一貟在院，如假故，次學士直。天聖元年，嘗詔隻日出宿，以故事雙日鎻院，隻日降麻故也。至是，中書言恐宣召不即至，而有是詔。
