20  | 綏州刺史、西京作坊使李克文，繼捧之從父也，表言繼捧不當承襲，請遣使與偕至夏州諭繼捧令入朝。辛丑，以克文權知夏州、作坊副使，尹憲同知州事。甲辰，西窑務役夫夏遇醉，毆隊長楊彥進，召至便殿，上親問，彥進，具伏與主將牛鶚素嫉夏遇，巧誣之，上怒，斬彥進，配鶚海島，擢遇為十將，賜束帛銀帶以撫之。先是，園吏髙進誣告役夫朱希，上召問狀，乃髙進嘗求賂，而希不與，故誣之，上杖髙進，流海島，免朱希役，至是，宰相趙普等以上親決庻獄，察見微隱，相率稱賀，上嘗謂趙普曰：「朕每讀書，見古帝王多自尊大，深拱凝嚴，誰敢犯顔言事，若不降情接納，乃是自蔽聰明，或喜賞怒刑，豈能歸天下之心哉？」普曰：「帝王若賞罰無私，內外無間，上求其理，下竭其誠，馴至太平，不為難事」。上又問：「治民之道復有何術？」普曰：「陛下恤念生民，每聞利病，無不即日施行，古聖王愛民之心，止於此矣」。 |
