35  | 乙丑，上謂宰相曰：「朕視萬民如赤子，念其耕稼之勤，春秋賦租，軍國用度所出，恨未能去之，比令兩稅，三限外特加一月，而官吏不體朝㫖，自求課最，恣行捶撻，督令辦集，此一事尤傷和氣，宜下詔申儆之」。乃詔諸州長吏，察訪屬縣，有以催科用刑殘忍者，論其罪。凡政治善惡，既書於吏部南曹厯子，仍別以其狀聞，當申黜陟。又謂宰相曰：「民訴水旱，即使檢覆，立遣上道，猶恐後時，頗聞使者或逗遛不發，州縣慮賦歛違期，日行鞭箠，民亦竢檢覆改種，若此稽緩，豈朕勤恤之意乎？自今遣使檢覆災旱，量其地之逺近，事之大小，立限以遣之」。丙寅，上謂宰相曰：「荊湖、江浙、淮南諸州，每嵗上供錢帛，遣部民之高貲者，䕶送至闕下，民多質魯，無御下之術，篙工檝師，皆頑猾不逞，恣為侵盗，民或破産以償官物，甚無謂也」。乃詔自今直遣牙吏，勿復擾民。丁卯，交州黎桓遣使來貢方物。 |
