29  | 壬申，録馮道、王朴後。 益利路鈐轄司言：自今兩川配𨽻軍籍之人，其元犯兇惡者，不得還鄉里，從之。甲戌，以龍圖閣直學士、知永興軍王博文為樞宻直學士、知秦州。前二嵗，博文知秦州，走馬承受賈徳昌入朝，毀博文，詔徙鳯翔府，又徙永興軍，於是徳昌坐𧷢敗，乃命加職，復知秦州。初，縁邉軍民之逃者，必為熟户畜牧，又或以遺逺蕃易羊馬，故常没者數百人，其禽生蕃部，則以錦袍、銀帶、茶絹賞之，間雖有自歸，而中道為畨所得，亦不能辨，坐法皆斬，博文乃遣習知蕃事者，宻持信紙往招，至則悉貸其罪，由是歳減殊死甚衆。朝廷下其法旁路，又言河西回鶻多縁互市家秦、隴間，請悉遣出境，戒守臣使稽察之。 詔淮南轉運使並治楚州，而諸州申𤼵文字報復不時，其徙一員治廬州。 許夀州立學，仍賜《九經》，知州、侍御史朱諫請之也。 |
