9  | 壬戌，龍圖閣直學士、權知開封府蒋之竒為翰林學士。試吏部侍郎邢恕權吏部尚書，戶部侍郎吳居厚權戶部尚書，試吏部侍郎李南公為寳文閣直學士、知永興軍、寳文閣待制、知瀛州路昌衡權知開封府。 詔：「陜西路添置蕃落馬軍十指揮，每指揮各以五百人為額，並支馬七分，於永興軍、河中、鳳翔、同、華州各置兩指揮，並𨽻住營州軍，將下統制訓練，委逐路所屬都總管司選官招人。 初，三省樞宻院同呈，以太僕牧租錢於陜西置蕃落馬軍十指揮，以五百人為額，支馬七分，初欲以牧地募民飬馬，乆而未集，曽布以為不若増騎兵為簡便，兼土兵乃勁兵，又諸路出戍者已竭，及建此議，衆翕然皆以為允，上亦欣然從之，盖牧租見存者七百萬，嵗額一百七萬，而十指揮之費二十五萬而已，故可與募人飬馬之法兼行也。 |
