44  | 癸丑，詔：「諸路州府軍監，見禁罪人，宜令長吏以下躬親詳勘，限三日內斷遣了畢，不得妄有枝蔓淹延，若是重罪照證不具，斷遣未得者，亦須催促了畢。每三日，一遣官按視，掃灑獄房，滌洗杻械，如闕什器，即時收市」。上不欲遣使，恐其煩擾，但嚴敕長吏，䟽决而已。 給事中柴成務判尚書刑部，本司小吏倨慢，成務怒而笞之，吏擊登聞皷訴寃，有詔問狀，成務歎曰：「吾為長官，抶一胥吏而被劾，何面目據堂决事耶？」遂求解職，詔不許，成務尋病卒。六月丙辰，詔：「諸州民詣闕舉留官吏，多涉狥私，或非素願，因而率斂，重有煩勞。自今百姓僧道，更不得輙詣闕庭，及經隣部舉留官吏，如實有善政，候轉運使到州，即得舉陳，仍委本使察訪能否以聞，如敢違越，其為首者，論如律」。 上密采羣臣之有聞望者，得刑部郎中邊肅、殿中丞鞠仲謀、司勲員外郎朱協、比部員外郎陳英、郝太沖、李元、太常博士馬景、何亮、周絳、謝濤、衛太素、國子博士陳昭度、太常丞崔端、高謹徽、祕書丞趙湘、張若谷、姜嶼、殿中丞皇甫選、滕涉、陸元圭、李奉天、太子中允崔遵度、中舍曹度、將作監丞陳越，凡二十四人，內出其姓名，令閤門祗候崇政殿再坐引對，外任者乘驛赴闕，毎對必徃復紬繹其詞氣，或試文藝，多帖三館職，或命為省府判官，或升其差使焉。仲謀，髙密人。協，昂弟。湘，華州。若谷，南劔州。涉，虞城。遵度，淄川人也，好事者因號越等為二十四氣，以比唐修文館學士，四時八節、十二月之數云。丁巳，令諸路轉運使代還日，條上在任興利除害、升黜能否，凡所經畫事。 |
