17  | 丁酉，上謂輔臣曰：「累得邊奏，契丹已謀南侵，國家重兵多在河北，敵不可狃，朕當親征决勝，卿等共謀，何時可以進發？」畢士安等曰：「陛下已命將出師，委任責成可也，必若戎輅親行，宜且駐蹕澶淵，然澶淵郛郭非廣，乆聚大衆，深恐不易，況冬候猶逺，順動之事，更望徐圖」。寇準曰：「大兵在外，須勞聖駕暫幸澶淵，進發之期，不可稽緩」。王繼英等曰：「禁衛重兵多在河北，所宜順動，以壯兵威，仍督諸路進軍，臨時得以裁制，然不可更越澶州，庶合機宜，不虧謹重。所議進發，尤宜緩圖，若遽至澶州，必不可乆駐」。詔士安等各述所見，具狀以聞。 上每得邊奏，必先送中書，謂畢士安、寇準曰：「軍旅之事，雖屬樞宻院，然中書總文武大政，號令所從，出鄉者李沆，或有所見，徃徃別具機宜，卿等當詳閲邊奏，共叅利害，勿以事干樞宻院而有所隱也」。因言：「樞宻之地，尤須謹宻，漏禁中語，古人深戒。若與同列及樞宻彰不協之跡，則中外得以伺其間隙，實非所便，卿等志之」。 |
