38  | 丙寅，以殿直、知雄州機宜司趙延祚為侍禁、雄州北闕城廵檢，賜白金三百兩。延祚，州之大姓，自太宗朝嘗出家財交結彼處豪傑，得其動靜，即具白州將，因授官任，於是年七十餘，召赴闕，詢以邊事，且言：「今之修和北戎，先啟誠意，國家動守恩信，理必長乆」。又言：「國母之妺曰齊妃，與其姊不叶，國家所遺金帛，皆歸於國主及母，其下悉無所及，望自今㩁塲貿易稍優假之，則其下獲利，必倍欣慰」。又歴陳其風俗，山川曲折，地理逺近，及晉漢時事，歴歴有據，上詰其所欲，但云：「衰朽不堪使用，有家屬寓居青州，願便道得徃省之」。上許焉，且以契丹通好，不可復置機宜司，故命為廵檢。 上慮河北諸州縁兵罷，遂弛備，詔敵樓、戰棚有隳壞者，即葺之。 詔縁邊諸州軍應北界移牒事理，無疑者即報之，關機要者疾置以聞，待報而答，亦勿令知之。時安肅軍奏，北界移牒尋捕所失牛畜。本軍報云：已具奏」。上以小事不必爾，又慮事有非順，難於施行者，不欲出自朝議，故有是詔。丁夘，雄州言：容城縣狀稱戎人大驅馬越拒馬河，放之。其長遣人持雉兒來問遺，求假草地。上曰：「拒馬河去雄州四十餘里，頗有兩地輸租民戸，然其河橋乃雄州所造，標立疆界素定，豈得輙渡河畜牧？此葢恃已通和，謂無間阻。可亟令邊臣具牒，列誓書之言，使聞於首領，嚴加懲戒。況今懽好之始，尤宜執守，不可緩也」。戊辰，令雄州勿以錦綺綾帛付㩁場貿易。上慮戎心無厭，若開其端，則求市無已故也。 |
