43  | 壬辰，徙新衣庫，以其地為內藏西庫，庫物羡溢故也。甲午，令修奉園陵役兵，日午則休息之，值風雨權停，宰相王旦因對，言淮南𣙜酤，屢有奏報，且言諸路各置轉運使，復遣官檢舉酒税，競以増益課利為功，煩擾特甚。上曰：「醖醸當有定制」。旦曰：「諸州雖各有元定酒數，然隨時増益不已」。上曰：「地産財賦及民間費用，固不能相絶課利，豈可嵗嵗増益？此特官吏務貪勞績，不恤民困，朕甚閔之」。乃詔三司取一年中等之數，立為定額，自今中外勿得更議増課，以圗恩奨」。上聞京師民僦官舎安居乆，復為増直者，奪賃，謂左右曰：「此豈不太刻？先帝屢曽止絶，今當申戒有司，無使復然」。乙未，宰相王旦為大行皇后園陵使。 |
