38  | 己巳，徙河東兵代鄜延戌兵，以北邊徹警故也。辛未，上曰：「比詔河東募土人為廣銳、神虎諸軍，就置營寺，蓋以契丹未平，此等皆勁勇，且習知山川道路，故帥臣每患其少，嘗許續募，今邊防罷警，若遂令減去，即為弛備，然豈可嵗増不已？」乃詔以見存為定額，闕則補之。壬申，給單州皇甫陟復二年。初，州有強盜數輩，官司不能捕，里人患其凶暴，無敢言者，陟誘而禽之，故奨焉。上覽外郡奏官吏事，因謂輔臣曰：「頃者石普、張崇貴相繼奏供奉官曹信弛慢廢職，朕宻使廉之」，果言崇貴以信善琴，一日軍中宴集，令彈之，信以乆廢為辭，他日普復逼之，又固辭，由是共摭其過，大抵常人不能無愛憎，不可不察也。 |
