68  | 戊申，上謂輔臣曰：「近詔諌官御史，各令舉職言事，昨右正言陳彭年請條制貢部，復宏詞科，采經術士，侍御史賈翔使還，奏宿州買綾擾民，此皆可行，中書宜置籍記之，自彭年翔為始，仍具案覆可行及不可行者，嵗終以聞，若有改轉，即不俟嵗終録奏」。己酉，賈翔言：「國子博士、通判台州龔綬，治家無狀，不能制，悍妻，準敇斷離，取笑朝列，不當親民」。詔徙監場務趙徳明遣使貢馬百五十疋，助修皇后園陵。邠寧環慶都部署周瑩言：準詔遣神勇戍卒還營，縁本道兵數非多，不敢奉詔」。上曰：「西邊難得芻糧，每嵗役民輸運，今兹罷警，理當并減，瑩庸懦不曉事，乃復固執，無心息民，亦可知矣」。辛亥，徙瑩知澶州，命西上閤門使曹瑋代瑩為邠寧、環慶都鈐轄兼知邠州。 三班院以幽州歸明，三班奉職張希正為賓州監押，上曰：「南北風土異宜，此行必非所樂，可改任荊湖北路州軍」。 詔諸州牙校嵗滿者，例補三班借職，自今藩鎮特補奉職。 |
