二十三年春正月丙寅，俺答犯黃崖口。二月戊寅，犯大水谷。三月癸丑，犯龍門所。丁巳，賜秦鳴雷等進士及第、出身有差。秋七月，俺答犯大同，總兵官周尚文戰於黑山，敗之。八月甲午，翟鑾罷。九月癸卯，免浙江被災稅糧。丁未，吏部尚書許讚兼文淵閣大學士，禮部尚書張璧兼東閣大學士，預機務。壬子，振湖廣災。冬十月戊辰，免河南被災稅糧。甲戌，小王子入萬全右衛。戊寅，掠蔚州，至於完縣。京師戒嚴。乙酉，逮總督宣大兵部尚書翟鵬、巡撫薊鎮僉都御史朱方下獄，鵬謫戍，方杖死。十一月庚子，京師解嚴。加方士陶仲文少師。十二月丙子，振江西災。是年，安南入貢，日本以無表卻之。

二十一年八月拜武英殿大學士，入直文淵閣，仍掌禮部事。時嵩年六十餘矣。精爽溢發，不異少壯。朝夕直西苑板房，未嘗一歸洗沐，帝益謂嵩勤。久之，請解部事，遂專直西苑。帝嘗賜嵩銀記，文曰「忠勤敏達。」尋加太子太傅。翟鑾資序在嵩上，帝待之不如嵩。嵩諷言官論之，鑾得罪去。吏部尚書許贊、禮部尚書張璧同入閣，皆不預聞票擬事，政事一歸嵩。贊嘗歎曰：「何奪我吏部，使我旁睨人。」嵩欲示厚同列，且塞言者意，因以顯夏言短，乃請凡有宣召，乞與成國公朱希忠、京山侯崔元及贊、璧偕入，如祖宗朝謇、夏、三楊故事，帝不聽，然心益喜嵩，累進吏部尚書、謹身殿大學士、少傅兼太子太師。
