143  | 潘季馴，字時良，烏程人。嘉靖末，及隆慶中再以僉都御史總理河道。開新河，築塞邳州、睢寧決口。萬厯五年，歴刑部右侍郎。時河決崔、鎮，黄水北流，全淮南徙，淮、揚、高、寶間皆成巨浸。首輔張居正薦季馴才，出為河漕尚書。季馴以淮清河濁，淮弱河強，當藉淮之清以刷河之濁，築高堰束淮入清口，以敵河之強。詔從其議。踰年功成。累遷刑部尚書。十六年復出總理河務。河水暴漲，衝夏鎮，復築塞之。季馴凡四奉治河，命習知地形險易，增築設防，置官建牐，下及木石樁埽，綜理纎悉。 |
