壬寅淳祐二年正月甲申朔，御大慶殿，群臣朝賀。詔曰：『朕惟省刑薄斂，我朝家法。屢飭有司，務行寬大。比年以來，吏習滋蔓，關市之徵求無藝，錢楮之出納多欺。今歲事更端，盍作新吏治，以蘇民瘼，申飭郡邑小大之臣，洗心滌慮，盡革舊習，以毋負朕愛養欽恤之意。倘或不悛，必罰毋貸。』詔趙葵、別之傑帶職赴闕奏事。戊戌，右丞相史嵩之等進呈中興四朝史、孝宗皇帝經武要略、寧宗皇帝玉牒日歷會要實錄、今上皇帝玉牒。庚戌，上《淳祐重修敕令格式》，申明詔嵩之等進秩有差。壬戌，別之傑入覲。上問：『邊頭曾無加備?』之傑言：『當修復壽春。』又言：『上流之勢，全在於蜀。』上又問：『金陵兵糧及居巢屯兵幾何?』之傑奏：『金陵見屯三萬錢糧，僅給；居巢所係甚重，見屯不過二千，遇秋增戍，至二萬方足用。』上並然之。甲子，軍器監兼尚左郎官范應鈴進對［9］，言宗社大計，舉嘉祐、紹興事。上曰：『兩朝自有典故，非不知之，但難得其人。』應鈴奏：『與賢與子，天實為之。天若祐宋，必有其人，以俟採擇。』以游似為資政殿大學士、知紹興府、浙東安撫使，尋差提舉洞霄宮，從所請也。甲戌，以范鐘知樞密院事兼參知政事，徐榮叟參知政事，趙葵賜出身、同知樞密院事，別之傑為端明殿學士、簽書樞密院事。己卯，權兵部侍郎、淮東安撫制置使兼知揚州李曾伯朝辭，言：『今若主必守之規，乞諭大臣，明示意嚮。』上曰：『當為必守之規。趙葵久任淮東，且有規畫。』曾伯奏：『敢不循其成規，申固封守。』
