五月甲午，新知梧州趙時學陛辭，言吳玠守蜀三關，今胥失之固宜。成都難守。上曰：『嘉定可守否?』時學奏：『若論形勢，當守重慶。』上曰：『若守重慶，成都一路便虛。』時學奏：『重慶亦重地，可以上接利、閬，下應歸、峽。』己亥，淮東安撫制置副使餘玠入奏，言事無大小，須是務實。又奏：『一視文武之士，勿令偏重，偏則必激，非國之福也。』上曰：『卿人物議論皆不尋常，可獨當一面。少留當有擢用。』乙巳，尚右郎官龔基先入對，言上流事。上曰：『上流可憂。』基先奏：『施、夔國之門戶，蕩無關防，存亡所系，豈可不慮?』上曰：『屯田今歲如何?』基先奏：『屯田有名無實，牛種既貴，軍耕又惰，所收不償所費。』丁未，右正言劉晉之言：『蜀禍五六年間，歷三四制臣，無地屯駐，獨彭大雅城渝，為蜀根本，不然蜀事去矣。今宜於重慶立閫，庶可運掉諸戎。願早定至計，料簡邊臣，俾往經理，則蜀可為也。』上然之。已酉，以趙葵為資政殿學士、知潭州、湖南安撫使。
