丙辰寶祐四年正月癸巳朔，御大慶殿受朝賀。詔曰：『朕儀圖治功，宵旰在念。適時多艱，未稱朕意。威令玩而不肅，紀綱翕而不張，財計匱而生財之道蔑聞，民力窮而剝民之吏自若。敵非果彊，特自未有以振國勢；兵非不多，特莫知所以計軍實。舍法用例已非矣，有元無例而旁引，以遂其干請之私，其何以窒倖門、塞蠹穴乎?望治雖勤，課功愈邈，毋怪也。歲律云始，泰道方開，咨爾二三大臣，儆于有位，俾精白一心，各揚乃職，務循名而責實，勿假公而濟私，以弼成朕內修外攘之功，則予汝嘉。』辛亥，詔京湖制置大使兼夔路策應使吳淵遇軍戎急切，許用便宜。如可俟報，仍舊申審。甲辰，上諭輔臣：『試閣職止兩名，立為定格。非武舉前名，更不召試。』丁巳，以禮部侍郎、權吏部尚書陳顯伯知貢舉，權刑部侍郎兼給事中姚希得、國子祭酒權修注官戚士遜同知。辛酉，詔史嵩之除觀文殿大學士、依前永國公致仕。
