十一月壬戌，詔：『朕軫念軍民，無異一體。嘗令天下諸州建慈幼局、平糶倉、官藥局矣，又給官錢付諸營，置庫收息濟貧乏，奈何郡守奉行不謹，所惠失實，朕甚憫焉。更有斃於疫癘水災與夫歿於陣者，遺骸暴露，尤不忍聞也。可行下各路，清強監司，嚴督諸守臣；宣制安撫，嚴督主兵官，並要遵照元降指揮。如慈幼則必使道路無啼飢之童，平糶則必使小民無艱食之患，官藥則劑料必真，修合必精，軍庫收息則以時支給，不許稽違，務要公平而不許偏徇，庶若民若軍皆蒙實惠，仍令召募諸寺觀，童行有能瘞遺骸及百副者，所在州縣保明，備申尚書省，給度牒一道，以旌其勞。可備坐指揮，各令知悉。』甲子，上以安南國表章詞意恭順，可令學士院降詔獎諭。乙丑，上曰：『賜安南國獎諭合有嘉賚。』元鳳奏：『今茲錫賚蓋出特恩，須用金器幣、香茗之類。』上曰：『可斟酌擬進。』丁卯，上曰：『邊烽未靖，恐郵遞稽遲，不可不申嚴之。』元鳳奏：『當下諸閫，計程限日，毋得遲滯。』癸酉，上曰：『諸將提兵征討，當直入播境，須令追襲進剿，仍撫循諸蠻，不可縱軍士騷擾，以失其心。』元鳳奏：『謹遵聖訓勉飭之。』甲戌，上曰：『上流之報稍寬，正方是自治之歲月。』元鳳奏：『邊士當五日不申儆。』乙亥，上曰：『昨日付出黃平圖本，其間險要處皆當置屯。』元鳳奏：『黃平、清浪、平溪三處當審度緩急，分置大小屯。已令宣司作急區處。』
