四月壬辰，以皇弟保康軍承宣使貴謙為保康軍節度使，皇弟武康軍承使、提舉祐神觀與芮為武康軍節度使、提舉萬壽觀。壬辰，校書郎劉漢弼進對，奏云［2］：『荊襄制閫，當在江陵。』上問收復襄陽，奏云：『制使若在江陵，則事權重，收復尚可圖也。』上然之。甲申，左司諫曹豳奏：『陛下以方面付三閫，而和戰之議私自矛盾，憂未艾也。史嵩之在淮西用清野之說，敵未至而民先罹其禍；用撒花之說，民欲戰而禁其不得生，蓋以和誤國也。趙葵在淮東，定遠之破，近在鄰境，六合之破，政在屬部，葵乃閉城自守，不出一兵援之，是畏怯以辱國也。陳韡在金陵曠口之衂，天殆少警之，而議者乃謂韃兵之難當，非盜賊之易制。今宜責嵩之以收復襄陽，為江陵捍蔽，經理上流，為下流隄防；葵則結鄰閫以禦哨騎，備舟師以防海道；韡則以沿江併領淮西，以安淮東，若秋冬可以遏敵，乃為報效。』上然之。
