十月辛卯朔，贈入內內侍省陳洵益昭慶軍節度使。癸巳，詔以明年正月一日為淳祐元年。丙申，詔平江、嘉興府、安吉州禁販米下海，其販至臨安府者，毋得遏糴。尋詔趙與歡提領其事，應浙東州縣併許浦金山水軍一體遵守，違者權聽按刺。丁酉，詔曰：『朕惟我朝以仁厚待士大夫，惟於贓吏，罰未嘗少貸。比歲以來，貪濁成風，椎剝滋甚。民窮而谿壑不饜，國匱而囊橐自豐。今茲新楮之行，未必不為罔利之地。其令內而臺諫，外而監司，常切覺察，其有贓狀著者，必加鞫勘，悉遵建隆、淳熙典刑，斷在必行，毋貽後悔。』
