二月丙申朔，詔禮部貢舉，其務崇長學殖，嚅嚌道真。戊戊，詔曰：『朕紹膺駿命，德不能遠，致外夷之有乾；而仁弗克周，使黎元之寡遂。昊穹垂譴，彗象示妖，起於營室之躔，迫於王良之次。固已避殿減膳，亦嘗下詔責躬。惟是婣蜎高拱，過失何由自知?鰥寡至微，疾苦豈能上達。伊欲遵敢言之路，必也開勿諱之門。凡在臣民，許陳章奏。忠忱者悉加獎納，峭直者亦務優容。尚慮間閻之間，怨氣滿腹，囹圄之際，憤聲徹霄。是用加惠群方，蕩宥多辟，庶銷災異，立召沖和。可大赦天下。』辛丑，有流星晝隕，白虹貫日。癸丑，進知連水軍蕭均官一等，以其修舉郡政，葺治城壁故也。甲辰，詔史嵩之暫赴行在奏事。戊申，詔督府、制置司、沿江南北郡舉行便安流民之政凡十一條。癸丑，臨安府守臣言獄空，詔獎之。以京西湖北路制置使兼知鄂州孟珙為武寧軍節度使、四川宣撫使兼知夔州，節制歸峽鼎澧州軍馬。丙辰，白氣亙天。
