二月己巳，禮部貢舉。丙午，梁成大奏：『選人改官，舉主五員內，用職司一員，始為及格。近奔競巧取者或用職司三四員，甚至五員，而寒畯終身不得職司合穎。乞下吏部，止用一員，過數毋令收使。』從之。壬子，梁成大奏：『銓法：官吏交承，必避親嫌，宗室替頭，尤所不許，庶革前後積弊。乞下吏部證守舊法。』從之。丁卯，以皇帝潛邸，升黔州為紹慶府，成州為同慶府。辛巳，詔升寶應州山陰縣為淮安州，改山高縣為淮安縣，其淮安縣、漣水縣並隸淮安州。辛卯，太常議故端明殿學士楊輔謚曰恭惠。

三月辛卯［6］，臣寮乞下諸路憲司：『每歲將州縣繫囚瘐死最多者，具獄官姓名以聞，重與鐫降。』從之。又詔：『今後州縣催科必遵常制，縣令非才，擇佐官可任者委之，仍不許差州官及寄居權攝。』從臣寮請也。癸巳，監進奏院桂如琥進對，奏沿邊民兵可用。上曰：『今日立功多是民兵。』如琥奏：『民兵皆有戶籍稅產，又諳熟地利，故戰則有功。』上曰：『然。』又奏擇將，上曰：『今日將才難得。』奏云：『行伍間亦有人，往往軍將忌嫉，不得自伸。』上曰：『軍將多是相忌。』又奏屯田，上曰：『荊襄所行如何?』奏云：『荊襄纔行數年，積穀已踰百萬斛，兩淮、四蜀豈無可行之處?』上曰：『然。』己亥，臣寮奏補試鬻帖之弊，乞令國子監放榜日，取索待補真卷比驗，字跡或不同，將中榜及賣貼人一例殿舉。從之。乙卯，御集英殿策進士。
