十一月辛酉，大閱于西郊。癸亥，詔：『群臣使諸道，無得私有請託，違者當議其罪。』甲子，又大閱。上謂近臣曰：『晉、漢以來，衛士不下數十萬。然可用者極寡。朕頃按籍而閱之，去其冗弱。又親校其擊刺騎射之藝，今悉為精銳，故順時令而講武焉。』詔殿前、侍衛兩司將校無得冗占，直兵限其數，著于令。先是，按令文州縣官撫育有方、戶口增益者，各準見戶每十分加一分，刺史、縣令各進考一等，其州戶不滿五千、縣戶不滿五百，各準五千、五百戶法以為分。若撫養乖方，戶口減耗，各準增戶法，亦減一分，降考一等。主司因循，例不進考，惟按視闕失，不以輕重，便書下考。至是，有司上言：『自今請以減損戶口一分科納，係欠一分已上，並降考一等。如以公事曠遺、有制殿罰者，亦降一等。』從之。丙子，三佛齊國王釋利耶、高麗國王昭並遣使來貢方物。壬子，初班歷于江南。
